When will this project be constructed?

Segment 1 is tentatively scheduled to start construction in Spring 2027 and end in Fall 2027. Design and construction of Segment 2 is TBD, depending on future funding.

Does this project include the 3rd Street bridge?

No – the 3rd Street bridge is not included in the limits of this 3rd Street Reconstruction Project.  Any work that might take place in the future to repair or replace the bridge would be a separate project.  Our project would coordinate with that separate project as needed.

How will construction affect my commute and how do I access businesses on the corridor?

Options for construction work zone traffic control are still being evaluated.  Traffic detours may utilize nearby parallel routes. Business and property access along 3rd Street and Central Avenue E will be maintained during construction, using side streets and parallel streets, or from the work zone if necessary.

Will there be changes to my driveway access to 3rd Street after construction is complete?

Possibly. Access along the corridor will be reviewed and changes may include:
  • Closing, combining, or narrowing driveways
  • Driveway modifications for ADA compliance
Your input is requested to help guide decisions regarding access consolidation and closure options.

Will you need additional right of way/easements from my property?

Yes.  It is possible that we will need small triangular parcels of right of way (ROW) at properties adjacent to corner curb ramps.  Temporary construction easements (TCE) will also likely be needed from most properties.  We will work with landowners to finalize these ROW needs during the final design process in 2026.

How will this project be funded?

Funding for Segment 1 is expected to be a combination of the following:  
  • Federal funds from the Urban Grant Program     (capped at $4.6 M)
  • City funds from Hub City Oil
  • Water and Sewer Reserves
No special assessments are expected at this time. Funding for Segment 2 is TBD.
